Housing Authority announces new director

A lawyer with senior management experience for housing agencies in Texas, New Orleans and Hawaii will be the new director at the troubled DuPage Housing Authority, the agency announced on Wednesday.

In a press release, Housing Authority officials call the hiring of David Hoicka a cap on the “year-long reform effort” at the agency, where last year an audit revealed the misuse of nearly $11 million in public housing funds, causing county officials to remove its director and board members. The DHA is also currently under federal investigation for its handling of a Section 8 apartment project in Darien.

According to a release, Hoicka has authored several publications about public housing policies and management and advised international housing entities in Southeast Asia and Bahrain.

The new director will be appointed Thursday morning at a special meeting of the DHA Board of Commissioners, the release said.

“While we have taken significant steps over the last several months to restore the credibility of this essential agency, I feel confident Mr. Hoicka is the right choice to lead the DHA into the future,” said DHA Chairman Thomas Good in a release.
