Whigham was appointed United States Marshal by President Clinton for Northern Illinois, and was also the Chief of Staff to the late President John H. Stroger, Jr. He is a thirty-year veteran of the Chicago Police Department, and served as project director for the construction of Chicago's 911 system and police headquarters.
