Professor James Whigham, University Lecturer at Governors State University, will speak on the importance and operation of Protecting the Witness Protection Program. Whigham was appointed United States Marshal by President Clinton for Northern Illinois, and was also the Chief of Staff to the late President John H. Stroger, Jr. He is a thirty-year veteran of the Chicago Police Department, and served as project director for the construction of Chicago’s 911 system and police headquarters.
