Highland Park approves recycling for plastic bags at major retailers

Highland Park has approved a new law that requires large retailers to provide plastic bag recycling receptacles.

The law applies to retailers that have at least 10,00o square feet of space and use plastic bags. These retailers must provide clearly marked receptacles near their entrances and exits for plastic bags or other thin plastic products such as dry-cleaning plastic wraps. Retailers must also arrange to have the plastic picked up by recyclers, city officials said.

Some Highland Park businesses that are at least 1o,000 square feet already provide plastic bag recycling bins, so the new law would affect the 12 businesses that do not.

Those businesses are: Mutual Ace and Hardware Rental, Sunset Foods, Party City, Binny’s Beverage Depot, Guitar Center, Staples, Petco, Golfsmith Golf Center, Williams All Seasons Co., Toys R Us, CVS Pharmacy and Walgreens on Elm Place.

Target, Jewel/Osco and Walgreens on Roger Williams already offer the service.

Others retailers are that at least that size but don’t use plastic bags, so they aren’t required to offer recycling.

Officials say the new law is part of the city’s efforts to reduce garbage in local landfills.

Earlier this month, the city approved a construction debris recycling ordinance that requires at least 50 percent of construction debris to be recycled. By 2013, the recycling requirement is expected to increase to 75 percent of debris, officials said.
